Yup.
If every engine has a quick match attached, and all
quick matches are join at the ends inside the aluminum
cup - than the granular BP and a single Ematch will do
the trick.

You won't need two ematches - only one. If it ignites
the cup - that's all you need. I use black match
(primitive, I know... but I make black match faster
than ematch)

Before I thought of this - I had one triplet fly on
two motors - it will fly, and it's OK, but the flight
apogee is very low considering the extra "useless"
weight and the balance is off by a bit.
Anyway - the worst thing is that this is very annoying
-  all the hard work on the engines and the system and
then one fails. It can get worse though - if one motor
catoes,  the result could be worse... ;)

No. 
A single match per CUP. The quick match does the rest!

Try it!
Dual motor clusters with  the motors tilted a bit will
make a lovely spiral flying in a straight line
upwards. I love the effect.
